Given the government’s focus on primary and secondary education over the past few decades, higher education in India has become a “huge unmet need. This has left private institutions to fill the higher education space.

Indeed, unlike the United States and China, India tended to foster more of these smaller institutions. The Brookings Reviving Higher Education report notes that Indian institutions have an average enrollment of about 690 students, while China has an average of 16,000 students per institution, allowing the country to grow faster.

According to AISHE’s 2019-2020 report, a total of 78.6 percent of India’s colleges are private, accounting for about a third of the total college enrollment. However, while much of the growth in enrollment at Indian institutions of higher education has come from the expansion of these private institutions, the quality is uneven. The All India Council for Technical Education has imposed a moratorium on approving new engineering colleges because of a lack of attendance in the country, notes the Times of India . This ties in with another item on the NEP’s list of goals: to ensure a minimum enrollment of 3,000 students and to phase out smaller colleges with smaller enrollments.

Some small, private, pop-up universities, however, are better resourced and have broken out of the model by making significant progress in providing a more resource-rich education to a small number of students, but these institutions remain only a small part of the overall picture.

Lahotia, a distinguished professor at Banaras Hindu University (BHU), wonders whether the availability of larger institutions necessarily improves. “I’m not sure that fewer but larger institutions will be the answer to the gigantic task of providing reasonable quality higher education to a huge population,” he says. Public universities are overburdened. Their professors are poorly paid and have to work two or three jobs. They can’t devote the time to research, and they lack the technology in classrooms that can be found in China.

One example of an overburdened public institution is BHU, located in the northern Indian state of Uttar Pradesh. Recognized as an outstanding institution in 2020, the university was founded in 1916 with strong national support, an ambitious vision, and extensive resources. Its 1,300-acre campus houses a residential university as well as three other affiliated colleges: a women’s college, the Institute of Health Sciences, and the Institute of Technology, which was recently spun off as an independent institution. But BHU has faced challenges in recent years.

The diversity of subjects, the huge campus, and the large number of students and faculty have indeed created many administrative and academic challenges.

NEP’s goal in overcoming these challenges is to move away from the affiliation model and create a new system of research universities, teaching universities and colleges. The merger of institutions would create larger, multidisciplinary educational and research institutions and give more autonomy to the best universities.

As a result, institutions of higher education in the United States reflect the multifaceted complexity of the broader society in which they are embedded and the diversity of the people they serve. Moreover, American higher education is highly disordered in structure and operation, unlike many national postsecondary education systems, and even in stark contrast to the rationally organized American system of compulsory elementary and secondary education.

Many Americans are surprised to find that more than 165,000 students from India are now studying in the United States, but for those familiar with India and its interest in education, this fact should not be surprising. India and the United States have considerable interest in each other, including more than $60 billion worth of trade in goods and services each year. And since India is the largest democracy in the world, citizens of both countries should have a natural interest in this relationship.

As with trade, where each trading partner meets the other’s needs for things that are impossible or impractical to produce at home, education gives students the opportunity to learn things that may be difficult or impossible to learn in their home country. Many Indian students come to the United States to study business, computer science, or engineering, gaining not only skills in a particular subject, but also gaining an invaluable understanding of the nuances of culture that contribute to an understanding of the people of another country. It’s a combination of enhanced skills and cultural literacy that allows students who participate in international educational exchanges to have an advantage over students who may only have technical knowledge.

Regardless of the topic, studying and living in another country provides insight that goes far beyond the textbook or classroom walls. What is sometimes forgotten is that this deep cultural knowledge is bidirectional. Students from the United States who come to India to study will find as much value in the new skills and understanding they acquire as Indian students in America. This is why more and more schools and even the U.S. State Department are encouraging students from the United States to study abroad.

It is simply impossible to be a truly international citizen just by reading about things or watching movies. Only by talking to people from another culture can one fully understand the two most interesting things to know about the world: how similar people everywhere are and how different they are. Only after this reality is internalized can people understand each other well enough to effectively develop sustainable global economic growth and contribute to a better business climate, creating jobs and prosperity for both sides of the exchange.

In addition to business opportunities, exchanges offer significant additional benefits; Improved global diplomacy, shared research opportunities, and new approaches to the arts and sciences easily come to mind. Can you imagine organizing an exhibition of Indian art to travel across America (or vice versa) without knowing the history and culture that produced the art in the first place? It’s not hard to see the increased potential and appeal for students beyond the traditional fields of business and science studies. The arts, humanities and many other subjects can also open the door to a future filled with opportunity.

The real question, then, is how can a student take advantage of this great opportunity? Isn’t it worth it to study at only one of the top ten schools? Isn’t it expensive? Isn’t international study available only to the most successful or gifted students? Fortunately, none of this is true.

First, there are hundreds, perhaps thousands, of excellent schools in the United States that accept international students. Look for schools accredited by recognized accrediting agents. Regardless of your choice of school, if a well-accredited school is chosen, the benefits of the deep cultural and technical understanding that await an international student in any discipline will be there.

Second, while education can certainly be expensive, each school is looking for different abilities, skills and experiences that will help create the school’s unique learning community. If you are smart, you can find schools that value your contributions enough to make it possible through some kind of financial aid.

There are many reasons for their choice. There is a tremendous choice of curricula – about 1,000 specialties – ranging from standard, “time-honored” and traditional curricula to unique and cutting-edge ones. This is also a strong scientific base.

The group of eight universities united in the Ivy League enjoy the highest prestige in the world. They have the highest tuition fees in the country and the most rigorous admission standards. This honourable group includes Brown University, Columbia University, Cornell University, Dartmouth University, Harvard University, University of Pennsylvania, Princeton University and Yale University. The oldest university in the country is Harvard, founded in 1636. From 1693 to 1749 four more universities appeared in the United States: the College of William and Mary (in Virginia), Yale, Princeton, and the University of Pennsylvania.

The remaining universities are divided territorially: Midwestern, Northern, Southern, and Western.

Short-term training programs can last for a summer, a month, a semester, or an entire academic year. These programs are a great option for Indian students of all levels, as well as working professionals who would like to gain additional knowledge and enhance their professional skills. Short-term programs are ideal for anyone who would like to gain work experience in the United States but cannot travel to the United States to complete a full degree.

There are two main ways to complete short-term study in the United States:

Participating in a university-sponsored or private exchange program
Apply directly to a short-term program without earning a degree or certificate from a U.S. university

University-Sponsored or Private Exchange Programs
Many Indian universities have now established various types of exchanges or programs with U.S. universities. Under this type of arrangement, Indian students may study for a limited period of time (a semester or academic year) on a U.S. campus. It is likely that your university has already worked out the details of how your credits will transfer when you return to India. In a university exchange program, international students usually pay tuition at their home institution rather than at a U.S. university. This is often less than the tuition the U.S. student is charged. If funding is a significant limiting factor, you might consider summer programs, which are shorter in duration and therefore may be less expensive.

If the university you attend in India does not sponsor exchange programs in the United States, you can apply directly to U.S. universities as a non-degree-seeking student or apply for a short-term exchange program through a sponsoring agency. Keep in mind that some universities may not be able to accommodate students.

Another option for short-term study is to participate in a public or private exchange program. The Fulbright program in India offers various options for short-term study in the United States.

Certification Programs in the U.S.
If you are not currently enrolled in a university, you can apply directly to certificate, diploma, or other non-degree short-term programs at U.S. universities. Many of these programs have been designed for working professionals and/or recent graduates who wish to enhance their professional qualifications in their field of study. Short-term certificate courses are offered in a variety of fields of study, from music and art to business and leadership.

Certification programs provide opportunities to complete degree-level coursework and have access to university and departmental facilities, just as they do for degree-seeking students. As a non-degree-seeking student, you will probably pay the same tuition and fees as full-time degree-seeking students. Consider exploring outside funders and applying for a bank loan, or you might consider summer programs that are shorter in duration and may be less expensive.

You can search for non-degree or certificate programs using Petersons and other search engines. Non-degree programs may require a transcript, essay, and/or letter of recommendation (me) to apply.
